The Coalition for the Restoration of Health Promotion and Disease Prevention Rights Submits an Open Letter to the Council of State to Follow Up and Expedite the Issuance of the Royal Decree on Health Promotion and Disease Prevention

Today (May 8, 2023), the Coalition for the Restoration of Health Promotion and Disease Prevention Rights, with 130 organizations co-signing, submitted an open letter to the Council of State. This comes after entering the 8th month of the fiscal year 2023, yet there has been no progress on restoring health promotion and disease prevention rights. Anutin Charnvirakul, the Minister of Public Health and Chairman of the National Health Security Board, has “not signed” the announcement related to health promotion and disease prevention rights for the fiscal year 2023. This has resulted in approximately 20 million Thai citizens with health rights outside the gold card system being affected and having to pay for services themselves.

The Coalition for the Restoration of Health Promotion Rights has therefore submitted an open letter to the Council of State with the following demands:

1. Expedite the consideration and drafting of the Royal Decree to restore health promotion and disease prevention rights for everyone in the country as soon as possible. This is to ensure that all Thai citizens with health rights can truly access their entitled rights and to reduce potential public health issues in the future.

2. Ensure that the Royal Decree to be drafted will be enforceable for health promotion and disease prevention services throughout the fiscal year 2023, for which the NHSO has already allocated a budget.

This is to avoid legal actions against all related government agencies due to the outstanding payments for services that cannot yet be reimbursed, amounting to several million baht.

The Coalition for the Restoration of Health Promotion and Disease Prevention Rights, on behalf of the 20 million people who have lost their health rights, recognizes that health promotion and disease prevention is a “health right” funded by everyone’s tax money, beyond just medical treatment rights. It is the state’s duty to seek and expedite ways to allocate these rights to all Thai people without discrimination. The delay in the decree process may be an injustice and is unacceptable as it leads to the deprivation of health rights that the public should already have.
