The Ministry of Labor issued a ministerial regulation under the Act on Prevention and Solution of the Adolescent Pregnancy Problem on December 16, 2018, to support adolescent employees (aged 15-20 years) in receiving information about reproductive health rights, sexually transmitted diseases, contraception, prenatal care, and safe abortion. Establishments must set up a referral system for pregnant adolescents to receive social welfare and appropriate reproductive health services. Reporters observed that both employees and employers are relatively unaware of this ministerial regulation, and there are no penalties for employers who do not comply, which may prevent adolescent employees from accessing necessary rights.
