The project to develop a network of safe and friendly alternative services for adolescents and women with unplanned pregnancies is one of the operations to achieve the goals under the Prevention and Solution of the Adolescent Pregnancy Act, B.E. 2559, in terms of developing a network of services for both continuing and terminating pregnancies to be strong, accessible, and provide safe and friendly services.

From the meeting results on February 1, 2019, at the Kamthorn Suwannakit Conference Room, Department of Health, Ministry of Public Health, the participants expressed their intention in the following cooperation agreement.

1)  All parties acknowledge the policy direction for developing a network of services for both continuing and terminating pregnancies safely to strengthen understanding within their own agencies.

2)  All parties cooperate to publicize the unplanned pregnancy consultation line 1663 to allow those with unplanned pregnancies to access alternative consultation services for further assistance.

3)  The unplanned pregnancy consultation line 1663 provides telephone consultation services for unplanned pregnancies, is willing to coordinate cooperation, and listens to suggestions and opinions with all sectors to refer to a service system that aligns with the problem.

4)  The Social Assistance Center hotline 1300 and the Mental Health hotline 1323 cooperate to provide alternative consultations and/or refer those experiencing unplanned pregnancies to the unplanned pregnancy consultation line 1663 for consultation and coordination to receive services that align with the choice.

5)  The One Stop Crisis Center by the Health Administration Division, Office of the Permanent Secretary, Ministry of Public Health, cooperates with a multidisciplinary team to provide alternative consultations for unplanned pregnancies, care/transfer for safe termination of pregnancy services, and continuing pregnancies, as well as assistance in the justice process in cases of violence.

6)  The Ministry of Education, through the Special Task Force for the Protection and Assistance of Students, Office of the Basic Education Commission, cooperates to coordinate care and assistance to ensure that pregnant students continue their education in the same school and/or cooperate with parents and schools to ensure that students receive continuous education, prioritizing the best interests of the child.

7)  The Ministry of Social Development and Human Security, through the Department of Children and Youth Affairs, oversees children’s and family shelters to assist those with unplanned pregnancies by providing shelter, consultation, capacity development in child care, emergency financial assistance, vocational training coordination, and other needs of those experiencing problems.

8) The Ministry of Social Development and Human Security, through the Department of Women’s Affairs and Family Institution, supports the network of family development centers in the community to monitor, prevent, and care for adolescent pregnancies and refer those with problems to access alternative consultation services and safe termination of pregnancy, as well as vocational training in women’s and family development learning centers.

9)  Emergency shelters, Sukruthai House, Ban Prakun, Sahathai Foundation cooperate to receive referrals for care and provide shelter for those with unplanned pregnancies who need assistance according to their needs.

10)  The Referral system for Safe Abortion (RSA) network or RSA volunteer network, supported by the Bureau of Reproductive Health, Department of Health, Ministry of Public Health, provides safe medical termination of pregnancy services in accordance with the law, Medical Council regulations, and guidelines of the Royal Thai College of Obstetricians and Gynecologists.

11)  The Royal Thai Police assists in eliminating unsafe termination of pregnancy and the sale of substandard abortion drugs that deceive those with unplanned pregnancies into buying drugs, causing injury, blood infections, and death, as well as seeking ways to facilitate doctors in the RSA volunteer network to provide safe termination of pregnancy services legally and smoothly.

12)  The Office of the Attorney General cooperates in the justice process to protect the rights of service-providing doctors under the Medical Council regulations and ensure fairness for adolescents/women receiving termination of pregnancy services in accordance with legal provisions.

13)  The Medical Council, the Royal Thai College of Obstetricians and Gynecologists, the Royal College of Pediatricians of Thailand, the Nursing Council, the Faculty of Medicine Siriraj Hospital, the Faculty of Medicine Ramathibodi Hospital, Mahidol University, the Faculty of Medicine Chulalongkorn University, and other universities support, provide consultation and suggestions to strengthen the operation of the network of services for both continuing and terminating pregnancies.

14)  The National Health Security Office (NHSO) supports the budget for providing semi-permanent contraception services for adolescents, termination of pregnancy services, and semi-permanent contraception to prevent repeat pregnancies.

15)  The Thai Health Promotion Foundation (ThaiHealth) provides continuous budget support to foster innovation in developing a health service network for adolescents and women with unplanned pregnancies to access safe and friendly services.

16)  The Nursing Division, Office of the Permanent Secretary, Ministry of Public Health, promotes and supports the community nursing network to take proactive action by having the community health personnel network assist and support information on unplanned pregnancies.
